That extra 5% of potentially better image quality is not worth the weight, size, and cost of the 2.8 for my uses. For landscape use I'd absolutely get the 70-300 over the 70-200. At $550 the 70-300 doesn't break the bank either. You could just keep the 70-200 for now and just buy the 70-300 to try out for awhile.

The real difference is focus acquisition, where the Z is more "sure" of itself and tends to grab focus faster. That is only true of the E on the Z7.

The 70-200 VR II doesn't even have the function buttons. If the lack of Arca compatibility is a negative, then all of Nikon's lenses have the same con. All in all Nikon is easily the overall best & sharpest 70-200 on the market with high build quality and very fast AF i am really looking forward for next year bird season +D850 on this lens.
